Namba is the answer for a first trip — everything iconic is walkable and the Midōsuji line reaches the rest of the city in under 20 minutes. But Osaka has no single downtown: it has two centres 3 km apart, and five private railways each owning one day-trip direction. So the smarter rule, which no other guide publishes, is terminal matching — sleep beside the terminal your day trips leave from. Kyoto every day means Kyōbashi or Yodoyabashi (Keihan direct to Gion-Shijō and Fushimi Inari); Nara means Namba (Kintetsu); Kobe and Himeji mean Umeda (JR + Hankyu + Hanshin). Rooms run ¥2,000–3,000 a night cheaper than Tokyo or Kyoto at every tier, and the lodging tax tops out at ¥500 where Kyoto's now reaches ¥10,000.
Two centres, no downtown

Osaka has two downtowns, 3 km apart on the Midōsuji line. Kita — "the north" — is Umeda: Osaka Station, the department stores, the new Grand Green towers, the luxury flags. Polished, corporate, quieter at night. Minami — "the south" — is Namba: Dotonbori's neon, Shinsaibashi's arcade, the food, the noise, the tourist gravity. Louder, cheaper, later.
Every hotel decision follows from that. The Midōsuji line (red, M) runs Shin-Osaka → Umeda → Honmachi → Shinsaibashi → Namba → Tennoji and is the one line to learn. Dotonbori, Shinsaibashi, Kuromon and Ura-Namba on foot, three train systems under one name, and the ¥970 Nankai run to KIX. The only real cost is noise — Minami runs late.
Umeda & Kita
Every Kobe, Kyoto and Himeji train under one roof, the depachika food halls, and since 2025 the Grand Green towers that made Umekita the luxury address. Six stations share one name — allow 15 minutes for any transfer.
Honmachi & Kitahama
Dead centre of the Midōsuji line, five minutes to either downtown, and business hotels that discount at weekends when the suits go home. Quiet nights, riverside coffee, zero tour groups.
Tennoji & Abeno
Larger rooms for less money, Japan's tallest-in-Osaka tower overhead, the zoo and Tenshiba lawn for burn-off, and the Haruka straight to KIX. The practical choice nobody brags about.
Shinsekai & Nishinari, honestly
The ¥850–4,000 beds are real and so is the neighbourhood around them — Japan's largest day-labourer district, visibly poor and statistically safe. Go in with open eyes and it's the best-value sleep in urban Japan.

Partner hotels buy you Early Park Admission and midday naps — at a price, and 4–6 months ahead. Bentenchō gets you to the gate in 10 minutes for roughly half.
Osaka's lodging tax — the current bands
The tax most guides get wrongSince 1 September 2025 Osaka charges per person, per night: nothing under ¥5,000, ¥200 to ¥14,999, ¥400 to ¥19,999, and ¥500 from ¥20,000 up. The exemption threshold dropped from ¥7,000 to ¥5,000 in the same revision, pulling budget hotels into the net for the first time — and several widely-read English guides still print the old brackets.
Since 1 March 2026 Kyoto charges Japan's highest lodging tax — up to ¥10,000 per person per night, with no exemption at any price. Osaka's tops out at ¥500. Osaka runs ¥2,000–3,000 a night under Tokyo and Kyoto at every tier, its lodging tax is capped at ¥500 where Kyoto's now reaches ¥10,000, and 2026's dip in arrivals left more rooms than demand outside the festival weeks. Start wide, then narrow to the terminal that matches your day trips.

Is Nishinari safe to stay in?
Statistically, yes — by international standards it's very safe. What the ¥850–4,000 beds buy you is Japan's largest day-labourer district: visible poverty, daytime drinking, and none of the polish of the rest of urban Japan. Confronting, not dangerous, is the honest framing.
How far in advance should I book Osaka hotels?
3–4 months for sakura (late March–early April), Golden Week, Tenjin Matsuri (24–25 July), October–November and New Year. USJ partner hotels go 4–6 months out. Ordinary weeks in 2026 are soft — 1–2 months is plenty.
