Is Osaka worth visiting?

Osaka is worth visiting if you travel to eat, to take kids to USJ, or to base yourself for Kansai day trips — and it is fairly skipped if your Japan is temples and gardens, because Kyoto is 28 minutes away doing that better. That split has always been true. What's new is the year: the yen is at a 40-year low (¥157.7 = $1), arrivals just fell for the first non-pandemic time in six years, and since March 2026 Kyoto charges up to ¥10,000 a night in lodging tax while Osaka caps at ¥500. If Osaka was ever going to earn its own trip rather than a stopover, it's now.

The honest halfThe most-repeated line about Osaka online is that there's very little to actually see: an inauthentic castle, then concrete and shopping streets. Half right.
Concede the sights. The castle keep is a 1931 concrete reconstruction with an elevator — Reddit calls it a facade with a museum inside, and Reddit is correct. There is no Fushimi Inari here, no bamboo grove. If you grade cities by monuments, Osaka scores in the 2s and Kyoto wins in a walk.
But the most useful negative review ever written about Osaka says something different: that the city feels like you need local friends to tell you where to go — that visitors who wing it get a dull, grimy neighbourhood and a shrug, while the same city hands its regulars ¥3,000 dinners they still talk about. Osaka is low-legibility, not low-quality. It buries its best work in standing bars in Tenma, a 2.6km shopping arcade, a Koreatown the guides skip, and 59 Michelin Bib Gourmands — more than Kyoto — priced for locals. Why 2026 specifically1. The yen is at a 40-year low. ¥157.7 to the dollar in August 2026 — it touched ¥163.99 in late July, the weakest since the mid-1980s. Against ~¥110 in 2021, a US visitor's purchasing power is up roughly 43%, and restaurant, transit and konbini prices have barely moved in yen. Dollar prices convert at ¥157.7 = $1, the rate on 3 August 2026 — a 40-year yen low, but one that moved 4% in a single week in late July. Treat every $ figure as a snapshot and the ¥ figure as the real price.
2. The crowds went into reverse. Japan's H1 2026 arrivals fell 2.0% — the first non-pandemic decline in six years — because Chinese arrivals dropped 56.4% after Beijing's November 2025 travel advisories. China went from over a fifth of all visitors to under a tenth, and the tour-group stops it filled — Dotonbori, Kuromon, USJ — are the quietest they've been since 2020. Every competing guide still says record boom.
3. Kyoto taxed itself out of the base argument. Since 1 March 2026 Kyoto charges Japan's highest lodging tax — up to ¥10,000 per person per night, with no exemption at any price. Osaka's tops out at ¥500. A couple in a ¥60,000 room for three nights pays ¥24,000 (~$152) in tax in Kyoto and ¥3,000 in Osaka — and the train between them is 28 minutes, ¥580. How many days should I spend in Osaka?
2–3 for the city, plus a day for USJ if you're going and a day per day trip. Four city days is widely called too many unless you eat seriously — in which case Tenma, Fukushima, Tsuruhashi and Ura-Namba will fill an extra evening each.
Is Osaka expensive?
It's the cheapest of Japan's big three: budget rooms ¥6,000–9,000, a Bib Gourmand dinner under ¥5,000, subway rides ¥190–420, and the airport train ¥970. At ¥157.7 to the dollar a comfortable day runs $127–238 — with a ¥3,000 departure tax (since July 2026) as the one new line item.
Is Osaka safe?
Extremely — the real 2026 risks are 36–38°C August afternoons and September typhoons, not crime. Even Nishinari, the district behind the "dangerous Osaka" reputation, is confronting rather than unsafe by any international standard.
