Is Osaka worth visiting?

Osaka is worth visiting if you travel to eat, to take kids to USJ, or to base yourself for Kansai day trips — and it is fairly skipped if your Japan is temples and gardens, because Kyoto is 28 minutes away doing that better. That split has always been true. What's new is the year: the yen is near its weakest in four decades (¥157.7 = $1), Chinese arrivals — the tour groups that filled Dotonbori and Kuromon — fell 56% in the first half of 2026, and Kyoto's lodging tax now runs up to ¥10,000 a guest in luxury rooms against Osaka's ¥500 ceiling. If Osaka was ever going to earn its own trip rather than a stopover, it's now.

Who it suitsThe criticism is real — here's what it misses
The honest halfThe most-repeated line about Osaka online is that there's very little to actually see: an inauthentic castle, then concrete and shopping streets. Half right.
Concede the sights. The castle keep is a 1931 concrete reconstruction with an elevator — Reddit calls it a facade with a museum inside, and Reddit is correct. There is no Fushimi Inari here, no bamboo grove. If you grade cities by monuments, Osaka scores in the 2s and Kyoto wins in a walk.
But the most useful negative review ever written about Osaka says something different: that the city feels like you need local friends to tell you where to go — that visitors who wing it get a dull, grimy neighbourhood and a shrug, while the same city hands its regulars ¥3,000 dinners they still talk about. Osaka is low-legibility, not low-quality. It buries its best work in standing bars in Tenma, a 2.6km shopping arcade, a Koreatown the guides skip, and 59 Michelin Bib Gourmands — more than Kyoto — priced for locals. Three numbers make this the year
Why 2026 specifically1. The yen is near a 40-year low. The dollar bought about ¥164 at the end of July 2026 — the weakest yen since December 1986 — and has sat around ¥157 since. Against ~¥110 in 2021, a dollar buys roughly 43% more yen. Dollar prices convert at ¥157.7 = $1, roughly the rate through August and September 2026 — near the yen's weakest in four decades (about ¥164 in late July), and a rate that moved 4% in a single week that month. Treat every $ figure as a snapshot and the ¥ figure as the real price.
2. The tour groups thinned out. Chinese arrivals fell 56.4% in the first half of 2026 after Beijing's November 2025 travel advice, taking China from over a fifth of Japan's visitors to under a tenth. Be clear about the scale: Japan's total fell only 2.0%, and H1 2026 was still the second-busiest first half on record — so expect thinner coach-party crowds at the stops they favoured, not an empty city.
3. Kyoto raised its lodging tax. Since 1 March 2026 Kyoto's lodging tax runs ¥200–10,000 per guest per night, banded on the room rate per guest; Osaka's runs ¥0–500. For a couple in a ¥60,000 room that is ¥6,000 in Kyoto against ¥3,000 in Osaka over three nights — the gap only reaches ¥20,000+ at ¥100,000-a-night-per-guest luxury rates. The train between the cities is 28 minutes, ¥580. The worked math, trip by trip — for most couples it's a tiebreaker worth a dinner, not a verdict.

Is Osaka better than Kyoto?
At dinner and after 21:00, yes; at 8:00 in a temple garden, no. Osaka has 59 Bib Gourmands to Kyoto's 47 and usually cheaper rooms; Kyoto has the top-tier sights and 98 Michelin-starred restaurants to Osaka's 81. Most trips want both — sleep in one, day-trip the other.
How many days should I spend in Osaka?
2–3 for the city, plus a day for USJ if you're going and a day per day trip. Four city days is widely called too many unless you eat seriously — in which case Tenma, Fukushima, Tsuruhashi and Ura-Namba will fill an extra evening each.
Is Osaka expensive?
It's usually the cheapest of Japan's big three: budget rooms around ¥6,000–9,000, a Bib Gourmand dinner under ¥5,000, subway rides ¥190–390, and the airport train ¥970. At ¥157.7 to the dollar a comfortable day runs $127–238 — with a ¥3,000 departure tax (since July 2026) as the one new line item.
Is Osaka safe?
Extremely — the real 2026 risks are mid-30s °C August afternoons and September typhoons, not crime. Even Nishinari, the district behind the "dangerous Osaka" reputation, is confronting rather than unsafe by any international standard.
